Have reported to Kydera.
As a interim fix (if loud volume when turn radio on) : -Press VOL then change to what VOL you want. -Then Hold B key (far right, top of radio). -Radio screen with Flick.
Now when radio turn off and on, it will reset to what you have set VOL to be.

I found that setting a volume, reading out the CP with the CPS and writing that CP back, saved my volume setting. I have tested that for 2 different volume levels. Hypothesis: this seems to be a hidden setting in the CP data.
I have a RT73 witrh FW from 29.03.2021.

The radio saves the current volume if you; Press the volume button, change volume with the knob and then press the knob in. Then the volume will stay at that level after reboot and removing power.
If you change volume and just let it timeout, I think it's only temporary and will return to previous volume after reboot.

The answer is what I said above.. Also see my video comment to your Facebook post, Letting it timeout, stop flashing, or pressing the B(E) button on the top right doesn't save the volume. It does save if you hold it but then it will sometimes go into the menu or channel settings.. Just press the rotary knob in, power off and on the radio and voila, saved volume. Should be fairly self explanatory since the knob is what you use in the menu for ok/save
